We need dialogue... lots and lots of dialogue. If
that doesn't help, after 10 years or so
we can introduce harsher sanctions. If that
doesn't work, we will have more dialogue.
If that doesn't work we'll work on new sanctions. Rinse & Repeat ad infinitum

detained. Maybe they have some dialogue over some tea?
