Saddam was playing games, he allowed the inspectors in...then he stopped them from entering and then he kept changing his mind. 
    Saddam then got a final ultimatum : let the weapons inspectors in by a certain date or the Gulf war will continue , Saddam still refused to open up his Country to weapons inspectors by that date and so the war continued . 
  What Saddam did and what he said were two different things . He was given a date by which he had to let the inspectors in , he didn't allow them in by that date . The fate was sealed .

Saddam Hussein was interviewed on the CBS network's news show "60 Minutes" jsut before the invasion, when he offered an open unlimited invitation to  the U.N. inspectors to return forthwith and search to their little hearts' content. 
No. Bush withdrew the inspectors.
Boom.....
