"Such clothing can make women feel empowered as they no longer face
distracted men who are (even subconsciously) checking out their physical
features"

If thats the case : Why do these hijab wearing women wear eye liner? They
wear make up to enhance their features .
You seem to have the impression that women(generally) dont like to feel
desirable. Then why do women wear make-up and revealing clothes? Many women
use their sexuality to get what they want and prey on males desires and
weaknesses.
Women are not dour prudes , they use their womanly charms to get males
to do what they want. And like suckers, we fall for it every time .
