democracy and 03 are different sides of the same coin. democracy takes a 
more luxuriant approach. where 03 takes the belligerent route - as if a 
bunch of old men are trying to prove they still have sauce in their nuts 
- but that belligerence hardly gives 03 much proof of a band that is 
still on fire. effectively democracy and 03 are equal as the two albums 
lack realization of the talent within.
 
if 03 sounded like democracy? it might prove the band was not in good 
shape for future efforts .. although democracy by itself is fine, just 
not something that needs to be revisited, much like 03 and pandemonium  

i will agree that 03 at least showed the band had the interest left to 
try and build a head of steam for the future. whether or not that may 
coalesce into a great swan song, i believe it leaves some doubt. but 
neither record, could be called ambitious or even nearly as interesting 
as anything they did before 1990, apart form OTG.
