I'd say:   coincidence.

I wouldn't personally imagine Jimmy Pursey and Jaz Coleman to be  
especially kindred souls. Moreover, "strange" is a relative word. In  
the case of "Outside the Gate," Jaz based the time-signatures and  
tempos of the music on numerology (and what a grand idea that turned  
out to be), which might explain why it sounds "strange" (or at the very  
least unconventional). I've truthfully never heard the Sham track  
("Borstal Breakout", "If the Kids are United", "What Have We Got?" and  
"Angels wif Dirty Faces" are pretty much all I need from Hersham's  
finest), but I sincerely doubt Pursey and company were employing a  
similar aesthetic to their work. I could be wrong, though.
