Yes, though I'm not from England I hear the term used, mainly by 
Londoners, normally to describe people from Newcastle and the 
surrounding areas. The full term is usually 'Geordie Wankers' or 
'Tea-leafing Geordie Wankers'.

I'm only passing on what I heard mind.
