      When I m talking about fully functional adults,you give me an example
 of Dysfunctional adults(drunk) or juveniles .,Of course it's not ok for a
 five-year old too drive a car.You are equating a fully functional African
 soldier with a drunk and a five year old driving a car.

 You miss my presumptive claim.  If you are underage -- you are presumed
 to not *ever* be responsible with alcohol.  Are you in favour of doing
 away with all regulations concerning the sale and use of possibly
 dangerous
 weapons?  If I allow my five-year-old to drive my car, is it okay as long
 as she doesn't hit anyone?
 Racism isn't entering into the equation here.  Any nation that is
 incapable of maintaining a civilian infrastructure cannot be trusted
 to maintain a safe military infrastructure.  Period.

 It is possible to not misuse a gun?  Certainly.  If you don't use it at
 all, then you of course aren't misusing it.  But there are other uses
 that are within the law.  Target shooting would be one; and hunting where
 legal to cull herds would be another.  If a gun should never be used to
 kill animals, there is still target shooting as a sport.

How you could come to that conclusion when I have just told you
